If the leaders drive school improvement programmes, the school is less of an educational institution and more of an corporate house. If the teachers drive school improvement programmes, the school is more of an educational institution and less of a corporate house. The former generates more profit, so it is more sustainable; the latter produces more brilliant students, so it is more efficient. I guess one will have to balance the school between being both.

Any school stands on 2 legs : the head & the teachers. A head has to be a real competent leader "& not just a manager" while the teachers ought to be effective & efficient. When both are present, the school can improve & produce quality graduates.

I do not think that there are 2 "clashing" factors here. In actuality, they both complement each other.

It is rather impossible for all teachers in a school to be pioneers and creative. Usually there are few who make the difference. If the leader does not support their efforts there will be no change. Conversely, when the leader has a vision, he always finds the partners he needs to lead the organization to progress.
