We have found these seed pots in our collection and would like to know the species. The seed pots (20-25cm long) are very hard, need a hammer to break open.

I am agree with Dr. Arvind Singh. It is a member of Fabaceae and the specimen is Cassia fistula L. It has a mild laxative effect. It use for the treatment of different disease specially for constipation in children. For this purpose you should remove the seeds and use only the fleshy parts (pulp) of a fruit.

Cassia fistula Linn. (Golden shower tree or Indian labernum) is native to India and is commonly known as Amaltas. It is constituent tree species of the Tropical Dry Deciduous forests of Northern and Central India. In India Cassia fistula is frequently planted as garden and avenue tree. The pulp of fruit is used as laxative in indigenous system of disease treatment. We have a large number of Cassia fistula trees on the Banaras Hindu University main campus (India). We have also used this tree for restoration of coal mine spoil.

the taste of black layers in the pots must be sweet and a little bitter in the end. seeds need some treatment to germinate.

This is definitely Cassia fistula L. called Golden Shower Tree Or Amaltas in Urdu belong to family Fabaceae. Its seeds within pods are light brown, hard, shiny and biconcave which are embedded in a sweetish pulp.
Just adding to previous answers, I've noticed that chemical scarification with sulfuric acid for 20 minutes is highly efficient in the germination of these seeds.
