Let a negatively charged plastic rod, with static electricity, be placed upon a small wagon on rails, and let the magnetic fields be measured by a nearby Hall-effect-sensor circuit in the following cases:

1) the magnetic field if both the rod and the sensor are standing still;

2) the magnetic field if both the rod and the sensor are moving at the same speed;

3) the magnetic field if either the rod or the sensor is moving.

To my knowledge, the result for the second case has never been reported.

How can I construct a simple, cheap, but effective magnetic field sensor equipment?
