While designing a PV array, we usually interconnect the PV modules in series and parallel connections to enhance the voltage and current of the PV array. How to decide the practical safety limit of the voltage and current in the array?? Please explain in detail.

There is no real safety limit. Voltage limits would be determined by the electronics of the MPPT that matches the solar cells to the driven load. If you have too many cells in series then you may have a voltage breakdown issue with insulation and the like. Higher currents are not possible because and individual cell determines one limit - max current in a string. When those strings are paralleled you just have to ensure a sufficient wire size to meet insulation temperature limits and minimizing power loss through resistance.
Maximum voltage of the array depends on the Maximum System voltage of the PV module that you can find out from the data sheet of your selected PV module.
