One of the recruiter want the candidate to write the impact factor of the journal in which the candidate have published the article. ideally, which year's impact factor should be used? The same year, following year or 2 years after the publication (Considering citations, etc.) or current available impact factor.

The best will be to cite the most recent available impact factor as its considered the updated version which will come across as more relevant.
I suggest you use the current impact factor of the journal during the year your research have been published but also indicate the most recent impact factor of the journal.
You must provide the latest impact factor for the journal you had publication with. It is published by Thomson Reuters. Some journals loss their IFs after a while, others make improvement.
