Primary clarifier is good for settling particles, whereas clarifloculators are good for suspension particles. U can add lime, alum, poly electrolytes for coagulation of suspended particles to make them settalable ones
There are many ways of removing TDS from water. It really depends on your water chemistry. Reverse osmosis is the most common method. Distillation processes like MFD and MED are common in the Middle East because of the cheap cost of utilities. You can use also chemical dosing, activates carbon...

For your process flow, would combine the 2 suggestions give by Sirs @ Nelaturi V Raghavaiah and @ Bachir Achour: ie
Have an accumulator tank at the inlet prior to Primary Stage- Clarifier, which would be good for settling particles,
Then have an apt dosing in the process using Lime, Alum, Poly electrolytes.
Next as suggested at Secondary Stage use a Clari- Floculator, for suspension of particles in effluent flow. The CF chambers are so designed, for ww to have laminar, steady low- velocity.
As Tertiary process assess use an RO filter or if large space is available at the plant setup, can assess have the luxury to have a floral phyto remediation bed, Plants and spray fountains ( for aeration) can be used in walk paths in the lay-out of the plant.
Plan to recycle/ reuse the water for secondary uses And go for ZLD status.
Wish to add one point on the design lay out of MCR ie Machinery Control Room of WWT ETPlant.
Pl arrange give provisions to monitor presence of all pollutant gases ensuing from plant lay out and their pipe connections viz HCs CH4 NH3 Cl2 O2 SOx NOx COx and others.
If O2 is deficient less than 20% it is critical. And for immediate attention require OPs personnel to wear Breathing Apps. or introduce O2 in spaces, till problem is resolved.
IAQ improver plants may be used inside MCR Etc. for aesthetics also.
