A surfactant won’t help you. You need a change of pH in order to keep the Ag soluble. Examine the Pourbaix diagram for the appropriate range. Or use aqueous ammonia to keep the silver in alkaline solution as the diammine complex.
Air oxygen is retained in water and in solutions. Pre-heat the TMAH solution to remove oxygen before dissolving Ag, and then dissolve Ag during heating, if possible, in an induction furnace.
