I am trying to determine degree of polymerization of MCC by measuring its intrinsic viscosity, so MCC must be placed in a solution. Cupriethylenediamine hydroxide solution (cuene) has been used in articles for this purpose. I am looking for another cheaper solvent...

Cheaper may end up being more expensive. I would advise the exploration of derivatives of Cupriethylenediamine.
You can try phosphoric acid but it may be difficult to handle during measuring intrinsic viscosity.
You can use any of following acids: H2SO4 60-65%, H3PO4 >80%, HCl 40-42%
Thank you all. Finally I found a cheaper solvent: copper ammonium hydroxide (schwiezer's reagent)
8%NaOH ,4%urea, freezing it at -20℃ and you can get solution after it was dissolved.
