The reaction speed is typical reduce by a factor 3 if you reduce the temperature with 10 degrees Celcius. The initial speed is however defined by the materials.
The hydroxil group is further influenced by pH, but I do not know to what extent. I estimate the reaction speed is reduced if you progress more to the neutral pH of 7.
I have bad experiences with solvents. If used then only minor amounts because the compromise the layer structure.
