I would recommend NetSim (and may be interfaced with SUMO or MATLAB). There are a lot of clustering options available (please see https://tetcos.com/file-exchange.html). There also lots of posts here on clustering in NetSim.

And metrics like Latency/Jitter are directly available in the results window

I recommend the simulator NS2. It works very well for VANET .

In my opinion, one of the best simulator is VEINS https://veins.car2x.org/

It is based on Omnet++ (for Network Simulation) and SUMO (for Traffic Simulation). Starting for latest release the VEINS simulator can be used as base simulator for which you develop your own plugging which will simulate what you want.

To implement cluster based concepts in vanets, NS2 is suitable tool. You can use SUMO to generate road scenario.
