Which research approach/methodology in education do I need to use to explore any problems related to teaching/learning a new language course?

Suppose that there's a new English language course stipulated by the Ministry of Education at a particular educational stage. As a researcher, I need to know how both teachers and students received this new course, and which realistic problems are being encountered while teaching/learning this new course in the field (i.e. at schools). This includes: identifying teachers', learners' and inspectors' view points and conducting some classroom observations at schools; perhaps I might suggest some aspects for improving the course based on the data I collect. I need to know which research methodology I need to employ while investigating this problem. More specifically, will my study be AN EVALUATIVE study or just a QUALITATIVE study?
