Which program for artificial neuronal network is better for me?

I would like to hear any comment for artificial neuronal network (ANN).

Actually, I don't have any knowledge for ANN.

I am trying to start making a simple program for ANN.

I am considering "R" and "Python" for this.

I found some blogs. They said both programs are able to make ANN.

I am a just beginner. Where do I have to start for this?

Please give me your idea and your experience.
