Maybe it's because, to many people, the answer is obvious: If you can't conduct original empirical work, a good alternative is to conduct such things as a systematic review or meta-analysis.
All of those things, if done well, almost inevitably require a lot of effort and would look good on your CV.

In evidence based medicine, the hierrhachy of evidence demontrated the superiority of systematic reviews with or without metaanalysis over both intevention and observational primary studies. In your context where you have challenges in conducting primary studies, go for systematic reviews. Be aware that you need substantial display of knowledge and statistical depth in this accomplishment. In addition, some steps will require input from others-in study selectiion, data extraction, risk of bias assessment etc.
