Hello, thank you so much for your response. In fact, criteria include soil conditions (5 factors), climatological indicators (6 factors), and topographical situation (3 factors).
First of all, the weight of the criteria needs to be determined.
You have a hierarchical structure on two levels. You can use methods such as AHP and BWM to determine the weight of the criteria.

You can apply AHP (Saaty, 1985), BWM (Rezaei, 2015), or other new developed models such as goal programming based BWM for determining the weight of criteria.
ANP (Saaty, 1996) is a generalization of the AHP with possibility of analyzing dependences among criteria. If there are dependences among criteria, ANP can be an option.
