You need to break down the measurement so the evaluation as number will have to cover different functional and aesthetics requirements of the building under investigation. Th values recorded will be the quantitative and will be be an objective measurement. Of course it's better to replicate the measurement and get the mean of values.

I can only assume that the AHP reference is related to the Analytic Hierarchy Process? It is my understanding that there are both paid and free software packages available for AHP, but it is probably best for someone who is familiar with them to provide comments.

As far I understand it appears that the objective is to establish an aesthetic reference that would be then used by the user to evaluate the architectural quality of public buildings. All this sound very interesting but not without challenges.
