I want to model a Graph which represent the cost of execution time of tasks and the delay time between each task, Also the graph shows the precedence constraints, Something like activity on node but with communication cost, Which software is suitable? GAMS? Cplex?

Actually, There is no fundamental difference between the solver Cplex which is accessible in GAMS software and the Software CPLEX unless this fact that when you join Cplex software with C++ that will increase the calculation process dramatically.
If I get your problem correctly, your problem is actually a project scheduling problem, which is not as complex as some problems such Job shop scheduling and so on.
Based on these facts, I think you can handle your problem with GAMS.

It is always better to develop your own program in C or C++. One can make any modifications to study the problem closer.

thank you for your answer, yes Actually I am very familiar with optimization tools yet but I am good at programming specially c/c++. but my concern is that it might take a lot of effort and time to develop a very simple program and yet its results won't be acceptable as common optimization tools results, any how I think it is better to develop it by my self as you said too.

Why don't you state your problem in AMPL language, and then you can try to solve it with many different solvers to see whats best for you (CPLEX, GUROBI, XPRESS, ...). There is a free student version of AMPLide program to model your problem and solve it. It is available at http://ampl.com/products/ampl/ampl-for-students/
