I think UV-VIS Spectrophotometer will do the job, for micronutrients you may use AAS. People are also using ICPMS or ICPOES for measuring the concentration in ppb level.

Spectroradiometer may be the ideal choice, however before this soil spectral library needs to be developed to correlate with the field values and communicate the results to the user for proper interpretation
IR spectroscopy is the technique, but Surendran made the critical suggestion: unless the soils are very similar or you only need very approximate results, you will need hundreds of conventionally tested samples for calibration.
