It depends on the kind of electrodes: graphitic or vitreous ? For graphitic electrodes, I agree that coal tar pitch with a little amount of sulphur is perfect (see attached file). For vitreous carbon electrodes, phenolic resin will do it. Of course, subsequent pyrolysis at 900°C at least is required.
