For underground cable faults location, REFLECTOMETRY seems to be a good tool but should be associated with signal processing techniques. The attached paper is an illustration of the way to address this issue.
I agree with Sanjjoy; it depends on what are your specifications.
However, you can look into RCDs (Residual Current Devices) they trip as soon as the current on phase and neutral differs by 30mA, 100mA, 200mA, 300mA etc.
Or you can also do your own testing. Measure the current entering every cable and compare it with the current leaving the same cable.
But like we said; it depends on your requirements, specifications, infrastructure available etc.
