It is difficult to observe FTIR spectra in activated carbons. You have to grind the carbons a lot to get very small particle sizes; after that you can try to make a very diluted KBr pellet and observe in transmission mode (not ATR).

If that doesn't work, Boehm titration works like a charm, but is more time-consuming.
