Now a days nothing is free. It is more of professional and business like approach. I agree with Dr. Najah that it is very costly to publish in international peer review journals and difficult to find quality journals publishing free of cost.

There are several peer review journals that publishes your article for free provided you dont want to make it open access. you can search for them in Elsevier list of journals or springier list of journals, T & F etc.
