With regards to Norway: be aware that the quality of the downloadable datasets vary considerably. While some datasets have 8 or 10 points per square meter, most have 2 or 5 points. And there are also datasets that are not LiDAR datasets per se but image matching sets. These are specified as 4 points per square meter but are qualitywise fairly useless with regards to cultural heritage.

https://portal.opentopography.org/datasets has a fair amount of data for the United States at various resolutions--in part it really depends on when it was collected. It has some limited data from Europe and Asia also. USGS also has their #dep product available for free at https://prd-tnm.s3.amazonaws.com/LidarExplorer/index.html#/

Indeed a nice publication, but they have considerable errors in it. Note, for example, that France did not acquire LiDAR data between 2003 - 2009 (they are mistakenly referring to ICESat data as ALS for the whole country). I have contacted the authors, and they are happy to receive feedback, so it would be great if everyone could comment on countries they know to help improve the document.

Currently, several countries have freed their LiDAR data. Can you search for info on LASTool's open-source LiDAR data web page. However, nowadays, it is possible to have a map of tree height worldwide using GEDI data. I’m working on this tree height map if you are interested in this map you have to write me because I do not publish it still at the moment. Regards.

Bavaria has just provided the data online for free.

In France, at the national and regional levels according to the Région. Some cities or departments are providing free access to the Lidar data acquired. That is the same at Lithuania: national and city levels. A next generation is under production in free access: https://geoservices.ign.fr/lidarhd

Can you explain the content of your question and the issues?

Italy: to access and download LiDAR data, you must follow this absurd procedure: http://www.pcn.minambiente.it/mattm/en/online-the-new-procedure-for-the-request-of-lidar-data-and_or-interferometric-ps/. Anyway, not all the Italian regions have been covered by LiDAR yet.
