Where is the peak of cosecant squared beam situated? (Used in surveillance radar.)

Should it be situated at the angle from where my cosecant starts? For example, if my cosecant squared beam is from 5 deg to 40 deg, my beam peak is situated at 5 deg? Or can it be at any other angle? How is the starting angle decided?
