According to the HCM 2010 Manual, there are separate methodologies for evaluating urban street performance from the perspective of motorists, pedestrians, bicyclists, or transit passengers. The manual says,
The transit methodology described in the manual is applicable to the evaluation of passenger service provided by local public transit vehicles operating in mixed traffic or exclusive lanes and stopping along the street. whereas, nonlocal transit vehicles' speed and delay are evaluated by using the automobile methodology. The phrase automobile mode refers to travel by all motorized vehicles that can legally operate on the street, with the exception of local transit vehicles that stop to pick up passengers along the street. Unless explicitly stated otherwise, the word vehicles refer to motorized vehicles and include a mixed stream of automobiles, motorcycles, trucks, and buses.
Again, it says,
The four methodologies were developed to estimate the LOS perceived by automobile drivers, pedestrians, bicyclists, and transit passengers. The methodologies were not developed to provide an estimate of the LOS perceived by other road users (e.g., commercial vehicle drivers, automobile passengers, delivery truck drivers, or recreational vehicle drivers).
#1. My question is, where is the clear class of automobiles? The manual has a little confusion with the exclusivity of the commercial vehicle drivers including trucks ( light trucks, medium trucks, heavy trucks, artics, draw-bar trucks, tractors, large loaders, graders), motorcycles, and utility cars (pickups, Jeeps, Van's....). So, are they automobiles? I am not sure whether they are part of an automobile or not.
#2. The categories of buses such as mini-buses(small taxis- main public service providers), medium buses, and large buses are serving the community by collecting passengers in the street. Actually, they don't have the same PCE but they serve the same service scenario. In addition, there are three-wheel bajajs which are serving the public as buses by collecting passengers along the street. So, this clashes with the manual classification of saying, local and non-local transit which means according to the manual, local public transit vehicles are vehicles operating in mixed traffic or exclusive lanes and stopping along the street. This gives me a little confusion to classify those vehicles are whether automobiles or Transit mode. So, are they automobile modes or Transit modes?
Maybe the new HCM 6th edition corrects such confusing words but I don't have any access to HCM 6th edition. Thank you for your time and I am so sorry if my question is too silly than you expect.
