You can try in ISRO, IIT Delhi if they permits, I have tried but they not allow me.

Depends on what do you want to test. Reflection coefficient, radiation pattern, gain, polarization...

All these tests can be performed in an open area site and having some equipement like vector network analyzer, or a set of transmit-receive equipement.
