There are aggregated public data available in the OECD or the World Bank but I'm looking for its decomposition and disaggregation for EU27 in long-term that I can order/subcontract et a fee.

there is no formal PSE data base for EU Member states. The data are sampled but never in the history calculated on the MS level. The resons are quite clear. It will show that within single market the agricultural support is quite different.

Although Emil is right, IPTS is working with OECD to make EU support data in GTAP up to date and consistent with OECD's PSE data. We hope it will be available in the next versions of GTAP.

You could use World Bank NRA data, which is dissagregated for the EU Member States. See here: www.worldbank.org/agdistortions
