are you looking for procedures about evaluation of building in a post-earthquake scenario? OR are you looking for the prior damage assessment? 

I know that a copy of ATC20 is avalaible with fee. At the same time, some interesting suggestions can be retrieved here (http://www.usfa.fema.gov/pdf/efop/efo45996.pdf).

Concerning the second case, similar analyses and previsions would be very useful during the risk reduction operations planning; Damage Losses scenarios would be combined to other planning tools and analyses, such as the one about human behaviours (http://linkinghub.elsevier.com/retrieve/pii/S2352146514000866).

I would suggest you the Hazus tecniques (http://www.fema.gov/media-library-data/20130726-1716-25045-6422/hazus_mr4_earthquake_tech_manual.pdf): they provide a complete examination of procedures. In a general way, I would like to stress the differences between types of buildings (masonry, RC, ...), and the related probability of analysis. 

Macroseismic scales, such as EMS 98 scale, can define, on statistical bases, a value for earthquakemagnitude towards its effects. This approach presents also a relationship between type of building, earthquake intensity and possible grade of damage based on experimental data. It is possible to obtain correlation with vulnerability index of building using different approaches involving quick or accurate procedure in building vulnerability evaluation: studies inquire definition of seismic vulnerability index for existing buildings using different approaches. Characterizing vulnerability index for the analyzed buildings, essentially dependent on building typologies and relative integrations, an average damage index is offered for the correspondent seismic magnitude in EMS 98 scale. In this way, consequent scenarios (partial or total collapse, “unfit for use” buildings …) and physical losses can be estimated. Our research group is working on the quick estimation of damage: I hope we can early provide some interesting results.

Thanks for the response. For pre-earthquake scenario, I have some prior idea but right now, I am concerned about the post earthquake damage assessment procedures. If you can share some documents related to that, would be much helpful.
