For a numerical simulation of the radar cross section of objects observed by a microwave radar (frequency f=17GHz, wavelength about 16 mm) I am looking for a publication/dataset with electromagnetic properties of different materials (steel, wood, rock, concrete, etc.).I have already found some parameters in scattered publications, but I am looking for a source for a comprehensive information.
Do you please have any suggestions?

At the frequency you're using (17GHz) you can certainly treat any metallic materials, like steel, as perfect electrical conductors. I'm not sure you'll find one comprehensive list of dielectric properties for all the materials you're interested in especially at 17GHz. However, in 'Dielectric Materials and Applications' edited by Arthur von Hippel (ISBN 0-89006-805-4) there are tables of dielectric constants and loss tangents for a wide variety of materials, including wood, at 10GHz and 25GHz (see page 359). Be aware that for natural products such as wood, moisture content will play quite a part in determining the dielectric properties, especially the loss tangent. For materials such as rock, I would be inclined to use data for quartz as a guide. If you are in any doubt about the materials' properties, it's probably best to acquire some samples, have them machined into an appropriate form for doing some waveguide or coaxial line measurements at the frequency of interest. Metals are good conductors, rather than dielectrics, at 17GHz.
Consult 'Dielectric Materials and Applications' edited by Arthur von Hippel for dielectric data.
Be aware that different woods have different dielectric properties and that the water content causes significant variation. Different rocks also have different dielectric properties, however, cracks, fissures and faults in the rocks will scatter microwave signals so the transmission loss through rock and reflection coefficient at a rock/air interface will depend on more than just the dielectric properties of the rock.

I am aware of the issues you mentioned, especially the impact of moisture content on the dielectric properties.
Regarding rocks, I have found some interesting results in Ulaby FT, Bengal TH, Dobson MC, et al (1990) Microwave Dielectric Properties of Dry Rocks,
I have a lot of experience in measuring permittivity, analysing layered dielectrics and measuring the transmission and reflection coefficients from dielectrics (see my PhD thesis downloadable here: http://www.whitehorseradar.co.uk/index.php/publications).
