The term 'pseudoproblem' was made popular by the Vienna Circle in the 1920s and 1930s. But this and similar terms ('pseudosentence', 'pseudostatement', 'pseudoconcept') were used before. I found them in Frege and Mach. To my knowledge, the earliest occurrence is in Johann Heinrich Lambert's Phänomenologie, §104 from 1764, where he talks about "scheinbare Begriffe" (pseudoconcepts). Does anybody know other early (or even earlier) occurrences? (Please note that pseudoscience is a phenomenon quite distinct from pseudoproblems, pseudostatements, and pseudoconcepts.) Thank you!
