I cannot find a university in Australia to accept my PhD thesis because they do not have anyone knowledgeable about locomotive development.
Is there a university in Europe that will accept me. Bear in mind I am not permitted to travel outside of Australia.

I'm not quite sure whether I understand your question correctly: you have produced a manuscript and are now looking for a university to accept it as a dissertation? If so, that would be a highly unusual process.
Normally you apply at a university for PhD studies. If accepted, you then typically need to do course work etc. Then you write your doctoral thesis. Typically this is a highly iterative process between supervising professor and PhD student, oftentimes resulting in various joint publications on the way to graduation.
In my career I have not come across a case where a finished text was submitted and accepted as a doctoral dissertation by a university.
Having said that, however, you may have a major head-start when you enroll in a PhD program, should you have already carried out in-depth scientific work - and I assume you have. 😉

Patrick my problem has been that the professor at Queensland University of technology where I started my PhD has retired while I was working on my PhD. Now I cannot find a university in Australia to accept my work because they do not have the staff with knowledge about locomotives. I have been in power electronics for rolling stock for 50 years. My thesis is not only on Hydrogen Fuel Cells to power electric locomotives both freight and passenger. It also includes Slip/Slide control of the bogie wheels. This is so important to prevent rail damage.
