I would just like to add a few more libraries besides the one Robert proposed: http://cmusphinx.sourceforge.net/

These are:

1) https://pypi.python.org/pypi/SpeechRecognition/

2) http://code.google.com/p/pyspeech/

But I believe these only try to recognized words from sound. I doubt it can make conclusions with the complexity Robert told us about or even close to that.

I try DeepSpeech but it takes about 40s to decode 4s audio. It is not reasonable right?
