In LDPC encoding, the input of the encoder is k bits.

For base graph 1, k=22 Zc

For base graph 2, k=10Zc.

such as Zc is the lifting size.

For base graph 1, the mother code is 1/3.

For base graph 2, the mother code is 1/5.

the output of the encoder will be 3k or 5k.

my question is why we don't encode the first 2Zc bits. According to TS38.212 paragraph 5.3.2?
