For a PhD candidate entering his/her final year of PhD life, when would be an appropriate timing for him/her to start writing up dissertation? Should he/she starts thesis writing half year or more before his/her tentative graduation date? OR should he/she finishes up and completes all the necessary laboratory works and experiments beforehand and proceeds to thesis writing later on?

As an experienced supervisor, my advice is that you write up throughout your enrolment. There may not be too much to write about in your first year say - although, prior to ethics approval and commencing your actual design components, you can (and should) be working on your introductory chapter, your literature review chapter and your methodology chapter. I would not recommend that you do not start until after your data collection and I certainly would not advocate writing up 6-months before your submission date (you seem to have got your graduation date mixed up with your submission date. Your graduation date may well be quite some time after your submission date). Many students fail to appreciate that each chapter will most likely have many draft re-workings to fine-tune it. A single chapter, especially more complex ones, may take several months each.
