What's the main factors effecting the design criteria and construction techniques of the student accommodation?

I'm concerning on the site of student dormitory / accommodation design and construction in Iraq, which required to prepared a wide study for civilization and population over different location, and pointer for the site construction according to the international requirement for student accommodation construction and their design parameters.
