3D data are nowadays fundamental information and their production is becoming a standard in research and practice (e.g. urban planning). 3D data is often already present and it could be used in several fields of research to speed and support planning and design reducing costs. There are several methods to use and export data from the web. I'm interested in 3D data, DEM and 3D objects. Basically, I would like to manage and modify georeferenced 3D data from google earth and google map within QGIS or ArchiCAD as mesh or raster formats. I found several procedures online, someone complex (e.g. https://blog.exppad.com/article/importing-actual-3d-models-from-google-maps) and someone employing payware or a trial version with limited functionality (e.g. https://cad-earth.com/). If you are willing to use AutoCAD Civil 3D, and Infraworks from Autodesk, then it can directly crop a polygon from the map, and then develop a TIN surface from the elevation data.
In GIS you can use some OpenStreetMap plugins (like in QGIS) to get the point data, and then generate a DEM from that data.
The exact method you may be looking may be to directly use google earth and GIS, this is rather manual and tedious, you can use a lot of points in google earth, or path which records the points in certain intervals, then export the group to a .kml/kmz file then convert it into GIS layer. I don't recommend it as Google Earth doesn't have accurate co-ordinate system. (mark a point and change the time in the timeline, you can see the error introduced by it to shift the image.)
Depending on the scale of the 3d work you wish to do, you may possible use a local DEM and orthorectify composite landsat images of the area under study. This is easiest in ArcMap and it will give you better looking visuals.
If you are using dem you can download data from several sources such as asterdem, ldr data etc...if you want 3d objects like buildings you can download some of them from citygml project
