The fine particulates PM2.5 emitted from combustion engines are particles, not gas. The major component of these particles is carbon. As part of PM2.5 may be emitted from other sources, other chemical components are present.

In dispersion analysis, I always treated hydrocarbons as ideal gas. At least in traffic emissions, these are not pm2.5. VOC can be part of pm2.5. But in this case, VOC are attached to soot particles. It has been a few years since I have done air dispersion studies, but that is my understanding.
