Negative numbers in dB just mean a ratio between 1 and 0. Positive numbers mean a ratio greater than 1.

RCS is usually in dB square metres so negative dB RCS is an RCS less than 1 square metre.

The unit of measurement for RCS is square meters. The decibel is normalization. It may be the same as mentioned above, or it may be different.
