I view this differently, Web 3 was only about "Semantic Data" and nothing to do with centralization or decentralization. Basically the term has been hijack by the crypto/blockchain community. For me this is a a shame, since Semantic Data (self describing data) is actually a more important concept than a chain of trust etc...
