We provide technical assistance to both district health teams and site level facility QI teams. BUT, the teams give feedback of not understanding QI and i thought this could be an attitudinal response since they look at QI as an additional task in thier routine work!
In my role in the UK NHS we used a QI facilitator who attended weekly meetings with the team that were looking at a specific issues. The facilitator would work with and train the team over a 6 month period to embed QI techniques and to keep people on track.
This approach meant that someone external could monitor the teams engagement with QI and report back to senior management if the process was not working. The embedded approach with staff from the department allowed a more thorough understanding with expert opinions on QI processes rather than the medicine/operational processes that needed improving.
Initial training was also provided to members of the QI teams to give everyone the same starting point. The teams were also made up of a variety of staff including Drs, nurses, managers, porters, assistant practitioners, cleaners etc with the understanding that all perspectives were important to improving the process and to mitigate ( as far as possible) for unexpected consequences of making change. All members of staff were given equal status in the meeting with no-one person dominating the process.
The QI facilitator was pivotal in this. It was also extremely important to be focussed on a specific issue/process that needed changing. Trying to change too much disengaged staff.
Every 6 months we would hold a QI summit, teams from across the hospital would then share their different QI initiatives.
This works in a hospital environment and was also successful with community health teams.

I would use the approach of a solving a real problem for them that gets in the way of patient care. This should be an issue that many providers can relate to, and is not too resource intensive. I would look for something easy to begin with to get the ‘ quick win’ to gain momentum. I would then gradually introduce concepts of data measurement and tracking as I go along.
