Policy focused on improving existing technologies are the best way to start.

Rather to moving a quick transition for cleaner cooking fuels, those biomass dependent countries can engage their youthful population in small technical skills that can make their energy consumption cleaner i.e clean cook stoves.

Then as their income increases and their quality of life improves you can roll out policies that encourage cleaner cooking fuels like biogas or LPG.

Just to add,

The use of high efficiency cooking stoves and high grade biofuels will only solve a part of the problem. The real issue is the poor air quality and ventilation in the areas where these cooking stoves are located and used.

Therefore, there is a need to spread awareness on cooking in well ventilated spaces, as this will reduce the incidence of asphyxiation caused by CO, SOx, NOx and COx emissions. Lets hear your thoughts on these...

Focus on simple technological solutions with effective implementation. History provides proof. Mount Tambora (Indonesia) erupted for months in 1815 causing the 1816 worldwide climatic cooling known as "the year without a summer". That disaster lead to the invention of the bicycle (Draisienne or velocipede). Biomass shortages for draft animals (horses) lead to the first mechanical means of personal transportation--the bicycle. As Dr. Nyakuma and (future) Dr. Azodo point out, air quality is likely the health culprit of women and children. 5-15% efficiency is very wasteful and can and must be improved. Challenge practical engineers to design a low-cost or no-cost biomass fuel efficient cooking stove. Use local materials focusing on stove design, air input, exhaust, and fuel type (including most efficient particle size and moisture content) to maximize efficiency and minimize hazardous inhalation particles. A change to efficient biomass preparation and healthy stoves will create micro-businesses, just as many areas of the world (e.g. Mayans in Mountains of Guatemala) have subsistence businesses collecting and delivering cooking biomass (usually wooden sticks of a pre-determined length) to housewives. Others make blocks and construct more efficient stoves.

Also, consider biomass (>70% moisture) can be harvested green, chopped, and fermented in 24-72 hours to produce liquid, flowable, usable biomass subcomponents and biofuel (e.g. ethanol) saving the wasteful and time-consuming practice of extracting natural moisture. As Dr. Setturu indicates in their study, supply is not always the issue, but efficient, clean burning biofuels is challenging when financial resources are extremely limited. The solution lies with simple efficient enegeering stove designs minimizing airborne toxins while using local materials that match biomass resources. The training challenge will be acceptance of new design, adjusting cook times to meet new design specification, drying biomass to design specification, and revealing the health hazards of not making updates to improve efficiency.
