One of the best method is to prevent infestation.  Remember this starts in the field.  Possible solutions could be covering the developing tubers with soils to deter contact with the females.  Second option is prompt harvesting of the potatoes.  The more they stay in the field exposed,  the higher the levels of infestation.  Once infested, it's difficult to manage since the developing larvae are found inside the tubers.  

Pheromone traps, light traps can help in reducing the adult moths in the stores.

Use of Trichogramma in Biological control of PTM can provide effective control but in an early stage. Still, the population can be controlled by using Trichogramma spp. available in your area.

My advice. based on ignorance, is to avoid artificial 'chemicals' - they are expensive, often toxic, and usually select resistant insects, instead use natural methods.  I would try pyrethrum, and also look for a natural insect pathogen in large populations of the moth's larvae - bacterial, fungal or viral and spread them.

Better storage management at household level is key to success. Tuber moth will continue to breed in storage and lay eggs. The length of the life cycle also depend on the storage temperature. Besides, sanitize storage facility (walls, floors, ceiling), treat facility with recommended pesticide, preferably manage to keep at low storage temperatures, screen storage area from the outside and sacks, crates  should be new or thoroughly sanitized.

Prevention is better than cure, infestation prevention during harvest  and  low temperature storage,  and use of plant extract can reduce infestation to zero level. Please see Archives of Phytopathology and Plant Protection  vol 47 2014: issue 15.

if u r a farmer even on small scale, the previously methods mentioned by our colleagues are very good but if u r an end consumer for potato I think covering the potato u have with rice hey or any other material will be enough taking into consideration that the humidity inside your pile does not go high. do not use any chemicals.
