Perhaps you could do some work as suggested above on the distance that children in a school's catchment area have to travel to get to that school, and recommend new sites for schools in Bangkok, or new routes for school busses...

I would argue that schools should be placed in the locations that are safest, all things considered. So you would take into consideration factors like crime rate, proximity to factories that generate industrial waste, and so forth.
