Collaboration is an essential element of ICT centres:
Kettunen, J. (2007). Strategies for the cooperation of higher educational institutions in ICT, Teoksessa Hakikur Rahman (toim.), Information and Communication Technologies for Economic and Regional Developments. Hershey: Idea Group Publishing, 22-38.
In addition, an internship program or industrial training scheme could be extended to the ICT centers in the remote areas. This will allow adequate usage of the facilities at the centers and thus, gives skills to the rural dwellers.
Ishola, I may not be addressing your request directly, but I think it may be useful if you reviewed the work of the Commonwealth of Learning (COL) in the area of Livelihoods and Health. This is a major programme sector in COL through which the organization seeks to use open and distance methodologies, including ICTs, to build capacity among rural and other under-resourced populations in order to enhance their capability to lead productive lives. I hope you find this link useful.
