The solution to the problem requires addressing not the symptom, which is the influx of people across borders, seas and any available routs to Europe and other stabilized societies and accommodating them humanely, but finding solutions to the root causes of the exodus, senseless wars, corruption, the absence of rule of law and responsible governments in places where these people are coming from. It has to be understood that a problem from somewhere will eventually be a problem every where, besides doing things rightly from human perspective for the sake of humanity.
The way you pose the question makes you deserve appreciation, it indicates how a good person at heart you are when you said : " for reception of immigrants to Europe" not how to block immigrants or how to built fences. .
A dialogue is needed on all levels. There is also a need of independent cultural houses and bars for discussion and organizing events for understanding and help where it is possible. But this become out of date, everyone turns to his own niche of protection.
War is not everywhere, the places where is still peace must open the window to multicultural events and most of all the place of women in society has to change. If woman will become more conscious of themselves and free to behave, they can have a positive influence on the political character in their country.
The camps must turn into total integration by adoption at one side and moving from the West to the East with special programs at the other side.
We can't wait for political solution as they take to quickly the weapons, organizing events in many places is the best we can do.

The root cause is the so-called “color revolution" , another term is "Arab Spring" for Arabic countries, if you are not familiar with these terms, please google. People should know that, for most of them, survival and safety is more important than many other things, which are void and meaningless at least for the time being. You can not establish the so-called human rights and democracy on the basis of death, starvation, insecurity, homelessness. Only when people can feed themselves, get education, feel free and safe to voice their own opinions, cast their votes without being intimidated, can true democracy be fulfilled, and human rights be realized.
The European Union must open legal vias to the inmigration of refugees of war and put more controls to the inmigration for economic motives.
Dear @Helena, your country is at the south west of the European continent, so You did not have a chance yet to see this exodus. My country is on most of their routes to EU. They enter from Greece over Macedonia, Bulgaria..., and they get all possible help here. After few days, they are going to the border of Hungary!!! 13 meter high fence on the border!
My country is not the member of EU, but we get the immigrants from EU countries (Greece, Bulgaria) and EU prevent immigrants to enter EU (Hungary)! This is very serious situation as winter is so close.
Short term care should be due to their survival during coming winter.
Long term solution is, as @Dejenie has stated, to solve the basic problems in their countries of origin and their integration in society without borders (is it EU)! It is a long term process. Here we do have large-scale migration of peoples!

Does a human being has the right to be free? This is the key question that arises from the thousands of human bodies searching for a better life and hope.
The answer to this question does not reveal only the tragedy of the human being searching for freedom but also represents a completely corrupted system that uses the human being as a property. In fact we leave - and we support a Slavery SYSTEM and this is the MAJOR problem in our economic/social model of life.
“Slavery is a legal or economic system in which principles of property law can apply to humans so that people can be treated as property”. So, the key question we must address is what to do. The answer will be a natural opposition to the oppression and to slavery system.
We need also to answer what is more corrupted: Europe or Africa, Asia or America, South or North ? I think all are corrupted but the level of corruption is differentially expressed in every day's life. What is the basis of corruption? Is the money, the capitalism, the socialism, or just the immoral development of a society?
From a scientific point of view, we need to reestablish the role of “Organisation des Nations unies” (ONU) and, we need to invent a new model of economic and social development where the human being is on birth free and has the right of food, of a house, of health, of education and of an identity card (ID). These fundamental elements will be sufficient to provide to every human being on birth everywhere on the earth with the right to be consider as FREE human and to be able to develop with prosperity and hope. This will reestablish the equilibrium on earth because the fear of every day’s life will start to disappear.
The highly respected German chancellor Angela Merkel has set a good example of kindness & sympathy in reception of refugees. These efugees are human beings in real need for help & they ought not to be looked at as a heavy burden. Once the problems at home are over, the refugees will not generally keep on staying. When there was a civil war in Lebanon in 1975-1990, many Lebanese moved to Europe & other Middle East countries and when the war ended, most of them returned to Lebanon.

Millions emigrated from Europe, first to the colonies and later to the Americas and the Antipodes. I would propose that, first, ALL the EU would help the countries that are "invaded" every day by immigrants, like Italy or Greece. It's easy to tell us what we are doing wrong and what to do more... Europe should try to stop destroying other countries, if it can, which I am not sure. This would help the most. Libya allegedly had the best education and health care system in Africa. In Iraq, the level of illiteracy was close to zero, and some fifty percent of the university students were female. And so forth. Look what we have done to these poor people. As an European, I am ashamed. It is not that Europe used to behave better a century or two ago, but it behaves rather miserably in this century, too. It causes harm to others and to itself.
Dear Ivo: I appreciate your answer, but it would be interesting to have immediate solutions to emergencies. In fact, for example, establish fair trade agreements to support the people from their homes, with verifiable objectives and imposition of mandates of executive power for up to four years.

Dear Helena, I agree with you, as well as with most of what other participant in this discussion said. We all have compassion, an the present problem must be solved now. All what I wanted to say (and I have been saying this for fifteen years) is, that it is wrong to destroy secular governments, because this then gives power to all sorts of radical forces, and make the situation worse, for local population, and for the West. In my humble opinion, the present situation confirms what I have been saying. What should be done now? I do not have an easy solution. It seems that there is no easy solution.

When the gap between rich and poor is accentuated by one way without return, we have humanitarian crisis. Then the poor, under threat of death, migrate to the rich countries.

1. Collaboration between EU and Arab governments including the Turks to prevent Syrians from the suicidal journey of sailing through the see. This is I believe a very important measure to save their lives.
2. When these measures are taken, Arab countries, like Jordan has already done, should receive Syrian refugees. The reception of refugees at Arab countries is a priority because it is geographically close and quite easy if there is governmental policy about that. So again coordination between EU and Arab governments bordering Syria to provide 'immediate help' to them. This will definitely decrease the numbers of those who think the sea is their only gate to safety!
3. Some Arab countries may have limited resources to receive large number of refugees. But others like in the Gulf are rich. The world, the UN should push them to receive Syrian refugees. EU can support both the rich and the 'poor' countries in the Middle East to receive these refugees financially and with other resources.
4. EU embassies in the middle east may kick off new strategies for asylum seekers so that they can apply at the embassy and the need for them to flee war through the dangerous sea might be unnecessary then. Sweden is discussing this. Maybe other EU countries can do the same.
5. Finally, the world has a responsibility to end this war in Syria. There is always a way to end conflicts. We hear about Russian+Iranian deal but more diplomatic effort must be done to end the conflict so that people who are still there feel safe.

There probably is, but I am not sure there is a sufficient will or interest. At the beginning, "we" ("The Friends of Syria") were making the situation on the ground worse. Why, I do not know. For some "strategic reasons", perhaps, but I do not think our strategy (with Libya and Syria especially) was particularly wise.

From my distant position in the Southern Cone of the Americas I would not risk proposing short-term technical solutions. I think these urgent remedies should not be so hard to find. Several of the already proposed solutions are appropriate: setting quotas by country, dismantling human traffickers' organizations, preventing accidents in the Mediterranean and the like.
However, there is something that I think I see with some clarity. The main problem does not seem to be to find technical solutions. The obstacle is that European leaders still do not solve the political problem of distributing the costs of these solutions among their countries. Some countries are under pressure from immigrants to a much greater extent than others. The leaders of the least affected countries know they also will have to contribute, but I wouldn't be surprised if they are allowing the pressure to rise in order to negotiate more favorable terms.
So I think the most pressing issue is linked to domestic politics in the EU, which is aggravated due to the already very complicated situation created by the economic crisis.

I also agree with Vladimir: If the European Union is willing to sacrifice the principle of freedom of movement because of its security, maybe the best answer is Benjamin Franklin's thought: He who sacrifices freedom for security deserves neither.

The argument Helena makes is flawed to its very core, as that of most respondents here, for the simple reason that none of them considers how mass immigration combined with multiculturalism is destroying European civilization. Once you start from the premise that mass immigration is extremely harmful to the host European nations, then you will find solutions, such as building walls, going right to the exit points of migratory countries to stop the contraband movement of people, send back all the illegals, and don't rescue ships off the seas.

Neo-Nazis don't set shelters on fire; Germans do. Why should they allow Germany to be abolished, Africanized, or Islamicized?

The humanitarian tragedy with thousands of human bodies covering the Mediterranean is just the tip of an iceberg; which is named Globalization. The well-defined economical impasse that affects Europe, America and many rich countries, reflecting a need of control of the majority of human wealth - inclusive wealth - by virtual money reproduced through markets, bonds and speculations, and which is under control of few destroys the “identification” – topological, historical and social of the well-known countries-Nations.
This results to an initial “Federalization” of a cluster of countries like Europe and then to re-identification. This job is facing a difficult dilemma; how to rewrite the history and the civilization? I think this is what is trying to happen today.

What Europe should do? Dialog, dialog and dialog. Please not the same blablabla of Integration!
There is time to be aware of the fact that:
· The right of life, liberty and the pursuit of happiness as “inalienable human right” and therefore cannot be criminalized, and especially one-sided like it is now.
· It is rather our way of dealing with the migration that should change, not the migration
· Europe and the whole word should take a step back from “migration choisie”. @History of passport
· There a need to democratize the approaches, to find alternative and innovative approach to the migration issue
· The EU strategy of “keeping crisis at distance” is not any more appropriate in the “liquid modernity”!
· And the world does not have an excuse for what is happening. We have at our disposal all the means to deals better with this migration issue, but usually for the reasons of convenience and laziness we prefer to ease the symptoms. The example of the “highly respected German Chancelor Angela Merkel”, that is to be appreciated, is just the lesser of evils.
· All host countries should dialog - NOT with the refugees/migrants - but with the new coming, just like we do when one is born. The time for “integration” which means we accept you as foreign/stranger is over.
· Dialog between equals at social level
· Dialog between equals at political level. It is not anymore, Europe strategy and the neighbor undergo or “refugees and migrants bringing Europe at its limits
· Dialog between equals by the search for solutions

Doucas's claim that the ancient meaning of the word "Europe" warrants the acceptance of hordes of Africans and Muslims into Europe is preposterous. For starters, he is wrong about the ancient meaning of 'Europa'. The Greek etymology of this word (εὐρυ- "wide" or "broad" and ὤψ "eye(s)" or "face"), has nothing, and I mean nothing, to do with opening the borders of European nations to African and Muslim colonizers.

The influx of immigrants to europe is only the consequences of the political instability in the north African countries and the Middle East, those who are not politically blind would know the cause, as I have mentioned in other places in RG. Some ideas are bad, dangerous if not applied in the right time and the right place for the right people, they only bring death and starvation. You toppled your own government, thinking that the oustering or the demise of a dictator would bring peace and propersity to your country, but the result turned out to be just the opposite of what you have wished it to be. One dictator is down, but many dictators of various sorts arise, how long can people be sensible enough to realize the importance of a powerful government, although it is not so "democratic", so "corruption-free", but nontheless can guarentee the relative stability of society? I appreciate your comments even though I don’t agree. The borders have nothing to do with “Europe” nor with the Greek etymology of the word. Borders are an illusion in our society. Open minded people as the Greeks established the basis of western civilization. Our modern society as you and me, the immigrants, the rich, the poor all are facing similar problems in their short life.
