GRASS GIS is  great tool for processing imagery data

ENVI software has the best option, I think

Basic tools- preprocessing- landsat calibration.

You have to perform this operation on separate bands.

You can download surface reflectance data products directly and on-demand from the USGS. The Masek et al. 2006 LEDAPS algorithm is used.
