Observation of traffic situation on the entire network is crucial in developing countries to nominate effective countermeasures for traffic congestion. Thus, question is whether traffic data observed by using ITS technology such as probe vehicle data can be utilized for that purpose or not. If we have enough number of prove vehicles in a city even we don't have detectors, we may use prob data to improve traffic control. ITS regarding traffic information is strongly necessary in developing countries, especially in cities.  

This question is much more concerned with any implementation that would be effective and socially accepted. We as traffic engineers do not think we can collect data, determine a solution/plan, and by its implementation will improve conditions. In most these cases, where there has been a lack of traffic control and severe congestion - it is ineffective because the traveler's simply will not obey them. 

Systems would also be fostered in slowly with much public involvement through media VMS and other driver notification systems, education, and a phased approach to enforcement of the safer traffic control policy. Meaning you couldn't start writing tickets but rather create a sense that technology with ITS, traffic control measures, will improve the quality of life through the reduction of congestion. 

The first thing these societies should focus on when implementing new technologies for widely used transportation networks is to engage the citizen population. By this I mean educating the population of the current state of affairs with traffic and operations, what is available, what could be done, how much taxpayer money and commitment will potentially be needed, and be open to suggestions.

Focusing solely on operations would only lead to sub-optimal solutions because if you do not survey the demographics of travellers (e.g. how income affects travel use, what activities they pursue and how that determines choice of route and mode, etc...) nor do you engage directly with the end-users, you will never know what needs you should prioritize.

Important reasons for taking a bottom-up cooperative approach instead of a top-down (operational only) include the establishment of more trust between citizens and governments which can lead to more cooperative initiatives in the future and a guarantee that the resulting traffic/transportation solutions will be tailored to the unique needs of the affected travellers.

In developing countries, it is very important to take the institutional issues into consideration. You will find different authorities that should be involved in deploying ITS (such as ministry of transport, M of Interior, M of communication, governorates, etc) . Each of these authorities will have their concern that can contradicted with each other.

The starting point is to have an ITS master Plan that these authorities should be involved from the first beginning.

Since financial resources is limited, I suggest the main focus may be on information to users; some of which may be relatively low cost strategies and the technology is available locally. Furthermore, Mobile applications is another potential since it is already widely used. Though, I agree with Hatem Abdel-Latif, institutional setup and readiness is crucial in this.
