Great answers. Perhaps an aditional element on language: one have to consider wether there could be some impact journal written (or that admittes) your native language. Although most of impacting journals are written in english, spanish, portugesse, german, swedish, chinesse... could be alternative options, specially to be considered as secondary options, if you have troubles with your english, or your economic possibilities (out of british / american partners for your consultance).
