I want to regress the GINI INDEX on GDP PER CAPITA. The thing is that the Gini Index has values only for some years ( empty cells in excel). For example, the Gini Index data from the World Bank has a value of 35.3 in 1974 and a value of 34.5 in 1979 (the cells from 1975 to 1978 are missing). Are the values the same as the years before? Or do I keep them empty?
I will use Stata to do the regression. Should import the excel file in stata with empty values?

It is a good idea to use the Interpolate option in Prism software for this and for data you do not have (Missing Data).
The missing values can be estimated by one of the known statistical methods and then you can continue your work.
Presuming you are only missing data in a singular column and not row wise bootstrapping around the mean should be sufficient. However that depends on what percentage of your data set is missing
Make average of 3 values pre or post of missing values and replace.
You can use SPSS software to fit regression using EM method or other method in existence of missing value
