What should be the appropriate design of the study ?

I am interested to investigate the educational progress in an Enclave . I want to know the expection of the peaople of the enclave before merging to a particrular country and the reality after merge. ( It is Expectation versus Reality). what should be the desighn ? Can it be a phenomenological enquiry ?
