Sir, consider popliteal height of the shortest of your user population i.e. shortest female operator's (e.g. 5th percentile of the female work force/ agricultural worker's) height should be considered for the seat design in case of a gender neutral design. Otherwise shortest among men's popliteal height should be considered.
